# Public Sector

[Free consultation](https://wzor.biz/en/free-consultation/) [Projects](https://wzor.biz/en/projects/)

We design government portals, online forms and tools for public administration staff. We combine the requirements of digital accessibility law with plain language - so the service meets WCAG and takes several clicks less at the same time.

We have worked with leading companies and startups

Challenges

## Accessibility, the online form and the case officer's day are three sides of the same statute

- „The accessibility statement is on the site, and the audit showed the site does not meet it.”

A manual WCAG 2.1 AA audit with screen-reader testing and the participation of people with disabilities. A prioritised report and a staged remediation plan, ready to attach to the accessibility statement.

- „We launched the online form and calls to the office went up.”

Research with citizens in the real context of filling in an application, redesign of labels and error messages into plain language, validation with a prototype. We measure the drop in support contacts.

- „Case officers click the same application through a dozen screens.”

Workflow research with case officers, redesign of the critical journeys (case registration, decision, archiving), continuity of work preserved through the migration. Plus a training plan.

Who it is for

## Three levels of e-government - citizen, transaction, case officer

We hand over the design in a format the implementing team can bring into the government ecosystem (Gov Design System, e-services, the central IT centre) without having to translate the intent.

- ### Information portals and public information bulletins

Sites for ministries, central agencies and local government units. Information architecture, WCAG 2.1 AA conformance, integration with the public information bulletin scheme, accessibility statement.

- ### Transactional e-services

Online applications, e-forms, electronic delivery, benefit calculators. Sign-in through national identity schemes, data validation, clear feedback once an application is submitted. We cut a 45-minute process down to 25.

- ### Internal tools for public administration

Case-handling applications for administration staff - application workflows, dispatch panels, reporting dashboards. Roles, permissions, an auditable trail behind every decision.

Process

## Five steps - from the first conversation to post-launch measurement

We scale the scope to your needs. For information portals the emphasis is on WCAG and plain language. For transactional e-services - on the sign-in journey (national identity schemes) and form validation. For internal applications used by case officers - on roles, permissions and compliance with public procurement law.

1. 30 min

    ### Discovery call - 30 minutes

Online, with the lead designer. We get to know the product, the metrics you judge it by, and the regulatory context it operates in.

2. Week 1–2

    ### Audit and discovery

Analytics, session recordings, user interviews, heuristic review. The barriers people actually hit become design hypotheses.

3. Week 3–6

    ### UX/UI design

Wireframes, a prototype you can click through, the final interface. Documentation written for the team that will ship it - tokens, states and responsive behaviour included.

4. Week 6–7

    ### Validation

Tests with real users, or an A/B test in production. The design changes on the strength of what we saw, before it reaches code.

5. After launch

    ### Delivery and care

We work side by side with your developers - implementation review, fixes, additions to the library. After launch we measure and come back with the next hypotheses.

FAQ

## Questions that come up most often

Do you meet public procurement law and accessibility act requirements?

Yes - we work under the Polish public procurement regime (PZP) and prepare design documentation in a format the contracting authority can accept by acceptance protocol. We deliver the WCAG 2.1 AA audit as a report compliant with the Digital Accessibility Act of 4 April 2019, together with the material needed for the accessibility statement.

Do you have experience integrating Profil Zaufany and mObywatel?

Yes - we design the login path through the National Node (Profil Zaufany, e-ID, mObywatel) with citizens of varying digital maturity in mind. The state before, during and after login is explicit throughout, with no modals that lose context on return from login.gov.pl.

What does “plain language” mean and how do you apply it in e-services?

We follow the plain Polish standard developed by the Plain Polish Lab for the obywatel.gov.pl service. Concretely: short sentences, active instead of passive voice, no bureaucratic jargon, gender-neutral forms. We apply it to form labels, error messages and informational content.

Do you help with manual audits involving people with disabilities?

Yes - an automated audit covers roughly 30% of WCAG criteria. The remaining 70% requires expert assessment and testing with real users of assistive technology (NVDA, JAWS, VoiceOver, system magnifier, voice control). We provide both layers.
